Organized by formerly enslaved and newly freed residents after the Civil War, Shiloh Baptist Church quickly became a hub for religious life, mutual aid, and community leadership in Ashland. Shiloh’s founding pastor, Rev. Burwell Toler, was a Hanover County minister and community leader who helped organize Black churches and advocate for civil rights.
